Madrid, Barcelona, Valencia or Malaga for your startup?
No single city wins for every startup. Madrid and Barcelona get most of Spain's venture capital and have the biggest networks. Valencia gives you a strong founder community and cheaper offices. Malaga makes sense if you work in cybersecurity or semiconductors, or if your team is international. The right choice depends on your sector, your office budget and where your customers are. To put the gap in numbers: Madrid and Barcelona together took 2.3 billion euros of the 3.1 billion euros invested in Spanish startups in 2025, according to the Spanish Tech Ecosystem Report 2026 (Dealroom and partners, relayed by Startup Valencia on 21 May 2026).
Here's the quick version. Madrid is the capital of money and fintech. Barcelona is the international showcase, strong in healthtech. Valencia is the third Spanish city for startups, with a close founder community. Malaga is a smaller ecosystem that is growing fast, built around its tech park and cybersecurity.
How do the four cities compare at a glance?
| Criterion | Madrid | Barcelona | Valencia | Malaga |
|---|---|---|---|---|
| Investment in 2025 | 1.2 billion euros (Fundación madri+d, June 2026) | 1.131 billion euros (Tech Barcelona and ACCIÓ, 2026). Unclear if city only or all of Catalonia (note 2) | 229 million euros (Spanish Tech Ecosystem Report 2026) | 56.5 million euros, Málaga TechPark only (pta.es) (note 3) |
| Active startups | 2,607, Comunidad de Madrid (regional figure, note 1) | 2,403, Catalonia (regional figure, note 2) | 1,689 (Spanish Tech Ecosystem Report 2026) | No comparable figure. 116 startups at city level (elreferente.es, 2025, note 3) |
| Strong sectors | Fintech, deeptech and AI, insurtech | Healthtech, travel tech, finance | Founder community (StartupBlink, 2026) | Cybersecurity, AI, software, semiconductors |
| Office rent (euros/sqm/month) | 18.34 average, 25.32 downtown, over 40 in prime areas (Q4 2025) | 19.6 average, about 30 in prime areas (2025) | 14 to 22 range (2025) | 14 to 22 range (2025) |
| Reference accelerator or network | Wayra, IMPACT Accelerator, Conector, BBVA Spark | Tech Barcelona (Pier01) | See our Valencia tech city guide | Google for Startups Accelerator (cybersecurity), Málaga TechPark |
| Flagship event | South Summit (October, La Nave) | 4YFN at Mobile World Congress (March) | See our Valencia guide | None found in our research |
Read this table carefully, because the figures don't all measure the same thing:
- Note 1, Madrid. The 2,607 startups cover the whole Comunidad de Madrid region, not just the city. The 1.2 billion euros and the 2,607 come from Fundación madri+d's "Startup Radar 2026" report. The 229 million euros for Valencia and the 3.1 billion euros national total come from a different report, the Spanish Tech Ecosystem Report 2026. The two reports use different calculation bases, so don't combine their figures.
- Note 2, Barcelona. The investment figure comes from a report called "Barcelona & Catalonia Startup Hub 2025", and the report doesn't let you tell for certain whether the 1.131 billion euros covers the city alone or all of Catalonia. The 2,403 startups clearly cover Catalonia as a whole.
- Note 3, Malaga. The 56.5 million euros covers only the companies at Málaga TechPark, and they come in every size, not only startups. No single figure for "active startups in Malaga" exists that you could compare with Valencia, Madrid or Barcelona.
- Office rents. These come from brainsre.news and Infoconstrucción (Q4 2025 data) and from ejeprime.com (Mvgm, 2025). Valencia, Malaga and Bilbao only appear together in a shared 14 to 22 euro range, with no separate figure for each city.
Why choose Madrid for your startup?
Choose Madrid if you need capital and your customers are banks, insurers or large companies. According to Fundación madri+d's "Startup Radar 2026" report (produced with Dealroom and published in June 2026), startups in Madrid raised 1.2 billion euros in 2025. That is up 97% on 2024, the third best year on record, and 37% of national investment by the report's own calculation. The same report ranks Madrid 9th in Europe for startup investment in 2025.
Another report points the same way. According to the Spanish Tech Ecosystem Report 2026 (Dealroom and partners, via Startup Valencia, 21 May 2026), Madrid raised 806 million euros in the first half of 2025 alone, against 690 million euros for Barcelona.
For size, madri+d counts 2,607 active startups and tech companies across the Comunidad de Madrid, the highest number in Spain. It also reports 53,000 jobs and 738 patents. Keep in mind that this is a regional figure.
Which sectors are strongest in Madrid?
- Fintech: StartupBlink counts 74 fintech startups in Madrid (September 2026), in an ecosystem worth about 7.1 billion dollars. Examples include MyInvestor, TaxDown and Cobee.
- Deeptech, AI, blockchain and big data: this is the main focus according to madri+d (2026), and it has its own programme, the IMPACT Accelerator.
- Insurtech: Madrid is home to Mundi Ventures, a fund that specialises in this sector.
Where do you get support in Madrid?
Wayra, Telefónica's accelerator, has its headquarters in Madrid. You'll also find Conector Startup Accelerator (seed stage, also in Barcelona and Galicia), the IMPACT Accelerator, BBVA Spark and Endeavor España, plus programmes run by IE Business School and IESE. The main event is South Summit, an entrepreneurship conference founded in 2012 by María Benjumea with IE Business School. It takes place every October at La Nave in Madrid.
The downside is cost. Office rent averaged 18.34 euros per sqm per month in Q4 2025, 25.32 euros downtown and over 40 euros in prime areas (Infoconstrucción, brainsre.news).
Why choose Barcelona for your startup?
Choose Barcelona if you work in healthtech or travel tech, or if you need international visibility. According to the "Barcelona & Catalonia Startup Hub 2025" report by Tech Barcelona and ACCIÓ (the Generalitat de Catalunya's agency), published in 2026, startups raised 1.131 billion euros in 2025 across 203 deals. The average deal size was a record 5.6 million euros. That makes 2025 the third best year on record, after 2021 (1.687 billion euros) and 2022 (1.592 billion euros). Because of the report's title, you can't be sure whether this total covers the city alone or all of Catalonia.
The same report counts a record 2,403 active startups (up 5.2% on 2024), 30,500 jobs and 2.947 billion euros in revenue. These figures cover Catalonia as a whole, not just Barcelona.
Barcelona does well in international rankings. StartupBlink named it the best startup ecosystem in Southern Europe for the second year running in 2025. In its 2026 global ranking, Barcelona is 32nd in the world, its ecosystem grew 5.5%, and it is the only city in the EU top five that is still growing (Tech Barcelona, via StartupBlink, 2026).
Which sectors are strongest in Barcelona?
- Healthtech is the biggest sector: 30.8% of Catalan startups.
- Travel tech and finance complete the top three. Together, the three sectors account for 37.3% of the ecosystem's cumulative revenue.
- Industry 4.0, AI, big data and cloud: 57.5% of active startups use these technologies.
Source for all three: the Tech Barcelona and ACCIÓ 2025 report.
Where do you get support in Barcelona?
The main network is Tech Barcelona, a private non-profit association founded in 2013. It was called Barcelona Tech City until 2021. It is based at Pier01 (Palau de Mar) and runs its own incubation programme. The flagship event is 4YFN ("4 Years From Now"), the startup section of Mobile World Congress. The 2026 edition ran from 2 to 5 March with over 1,000 startups and exhibitors, over 300 speakers and over 260 pitches (mwcbarcelona.com, barcelonactiva.cat).
Office rent averaged 19.6 euros per sqm per month in 2025, up to about 30 euros in prime areas (brainsre.news, ejeprime.com, Mvgm). Madrid's prime areas are pricier, but Barcelona's average rent runs slightly higher than Madrid's. Compare the averages if you want ordinary space, and the prime prices if you want a showcase address.
Why choose Valencia for your startup?
Choose Valencia if you want a close founder community and lower costs than Madrid or Barcelona. According to the Spanish Tech Ecosystem Report 2026 (via Startup Valencia, 21 May 2026), Valencia is Spain's third city for startups: 229 million euros invested in 2025, 1,689 active startups, and growth of 11.3% on 2024. StartupBlink (2026) says Valencia has "built a strong founder community". Office rents are in the 14 to 22 euro per sqm per month range, alongside Bilbao and Malaga (brainsre.news, 2025).

Why choose Malaga for your startup?
Choose Malaga if you work in cybersecurity, software or semiconductors, or if your team is international. StartupBlink (2026) describes Malaga as attractive for "international teams" with "a growing technology base". It also measured 40% growth in 2025, which makes Malaga one of the fastest-growing emerging ecosystems in Spain.
Most of the activity is at Málaga TechPark (the PTA). In 2025, the park's figures were (pta.es, official statements, 2025 to 2026):
- 56.5 million euros invested, up 52.7% on 2024, of which 54.5 million euros was private investment;
- 4.896 billion euros in combined revenue for park companies, up 17.11%;
- 29,018 employees at the end of 2025;
- 719 organisations hosted, of every size, not only startups.
Be careful: the Malaga figures don't add up into one total. At city level, outside the park, Malaga is Spain's 6th innovation hub, with 196 tech companies of which 116 are startups. It ranks behind Barcelona, Madrid, Valencia, Bilbao and San Sebastián. At province level, there are 197 active companies with 280.5 million euros in combined revenue, and nearly 350 new companies were created in 2025 (elreferente.es, malagahub.substack.com, 2025). Each figure uses its own scope, so none of them can be compared directly with Valencia, Madrid or Barcelona.
Which sectors are strongest in Malaga?
Cybersecurity is the long-standing strength. VirusTotal started in Malaga and was bought by Google in 2012, and Google later opened its Google Safety Engineering Center Málaga there. AI, software and semiconductors are also strong. For example, Innova IRV Microelectronics was ranked among Spain's top 100 startups of 2025, alongside Cloud y Olé and Ubora Solar (pta.es, APTE, 2025).
Where do you get support in Malaga?
Google for Startups Accelerator, focused on cybersecurity, launched in Malaga with 8 startups (6 of them Spanish) in a 6-month programme. It aims to take 8 to 12 startups a year, and Google chose Malaga because of VirusTotal (genbeta.com). Málaga TechPark itself is the main host and incubator. Office rents are in the 14 to 22 euro per sqm per month range (brainsre.news, 2025). We found no separate figure for the city alone.
On events, our research found no public tech event in Malaga comparable to South Summit or 4YFN, only award ceremonies run by the PTA and APTE.
What stays the same whichever city you choose?
The legal framework is national, so it is the same in all four cities:
- The Startup Act (Ley 28/2022) and the benefits that come with it;
- ENISA certification, which gives you access to those benefits;
- Your legal status: setting up an SL (limited company) or registering as autónomo (self-employed);
- Visas: the entrepreneur visa and the digital nomad visa.
To set up, read our step-by-step guide to starting a startup in Spain as a foreigner. For funding (ENISA, public grants, business angels, venture capital), see our full guide to who funds startups in Spain.
How do you choose between Madrid, Barcelona, Valencia and Malaga?
| If you need... | Look first at | Why |
|---|---|---|
| To raise a large round, or to sell to banks and insurers | Madrid | 1.2 billion euros raised in 2025 (madri+d); fintech and insurtech funds based there |
| To launch in healthtech or travel tech, or to gain international visibility | Barcelona | Healthtech is the top Catalan sector; 4YFN at Mobile World Congress |
| Lower office costs and a close founder community | Valencia | 14 to 22 euro range; third Spanish city for startups |
| To build in cybersecurity or semiconductors with an international team | Malaga | VirusTotal legacy, Google accelerator, Málaga TechPark |
Ask yourself four questions, in this order:
- Sector: which city has the most companies, funds and talent in your field?
- Office budget: do you need a showcase address, or just functional space?
- Customers: are they large Spanish companies (Madrid), international customers (Barcelona, Malaga), or a mix?
- Network: where are the accelerators, events and founders who can open doors for you in your first year?
Does the answer depend on your situation?
Yes. A fintech that needs a big Series A won't choose the same way as a solo SaaS founder looking for a good place to live at a reasonable cost. StartupBlink puts it simply in its 2026 analysis: "Barcelona and Madrid still lead, but Valencia, Bilbao, Málaga, and Seville can work better if they fit your customers" (summarised by hellosafe.es and todostartups.com). Many founders also set up their company in one city and travel to another to raise money or meet customers. Moving to Spain also involves taxes, residence and social security, so get advice that fits your own case.

FAQ: choosing a Spanish city for your startup
Which Spanish city attracts the most startup investment?
Madrid. Fundación madri+d reports 1.2 billion euros raised in 2025 (June 2026 report). According to the Spanish Tech Ecosystem Report 2026, Madrid also led in the first half of 2025 with 806 million euros, against 690 million euros for Barcelona.
Is Barcelona cheaper than Madrid for offices?
Not on average. Barcelona averaged 19.6 euros per sqm per month in 2025, against 18.34 euros for Madrid in Q4 2025. Prime areas are more expensive in Madrid, at over 40 euros against about 30 euros in Barcelona.
Can you compare the number of startups in the four cities directly?
No. Madrid's figure (2,607) covers its region, Barcelona's (2,403) covers Catalonia, and Malaga has no comparable figure at all. Only Valencia's 1,689 is reported as a city figure, in the Spanish Tech Ecosystem Report 2026.
Is Valencia a good alternative to Madrid and Barcelona?
Yes, if you want lower costs and a close community. It is the third Spanish city for startups, with 229 million euros invested in 2025 and growth of 11.3% on 2024 (Spanish Tech Ecosystem Report 2026, via Startup Valencia, 21 May 2026).
Why do cybersecurity startups go to Malaga?
VirusTotal started there and was bought by Google in 2012. Google has since opened its Google Safety Engineering Center Málaga and launched a cybersecurity-focused Google for Startups Accelerator in the city.
Is the Startup Act the same in every city?
Yes. Ley 28/2022 is national law, as are ENISA certification and the entrepreneur and digital nomad visas. Your choice of city doesn't change your legal framework.
What are the main startup events in each city?
South Summit takes place every October at La Nave in Madrid. 4YFN takes place in Barcelona during Mobile World Congress (2 to 5 March in 2026). For Valencia, see our tech city guide. For Malaga, we found no comparable public event.
