Planning to stay more than three months? Then one rule above all: registering isn't optional — for any EU citizen settling in Spain, it's a legal obligation. The process ends with the EU citizen's registration certificate, which everyone calls the "green card". And because your NIE appears on it, you kill two birds with one stone. (Non-EU citizens follow a different route — visa first, then the TIE card; more on that below.)

What the green card actually is

Don't expect a slick plastic card: it's often a plain green A4 sheet (sometimes a small green card). It shows your name, nationality, address, registration date and your NIE. It's not an ID document: always keep your passport or national ID to identify yourself. But it's what officially proves you live in Valencia.

What you need to prove

Spain wants reassurance that you won't be a burden on the state. Depending on your situation, you prove one of these conditions:

  • Employed: a work contract or your social security registration is enough. The simplest case — no need to show means or insurance.
  • Self-employed (autónomo): your registration in the self-employed scheme.
  • Not working, retired, living off private means: you must prove two things — sufficient resources (the benchmark hovers around the IPREM, roughly €600/month, though offices judge case by case) and comprehensive health insurance valid in Spain.
  • Student: enrolment at an institution + health insurance + a declaration of resources.

In practice, many offices in Valencia also ask for your empadronamiento certificate: do that first.

The procedure, step by step

  • Appointment (cita previa) on the extranjería portal, province of Valencia, procedure "Certificado de registro de ciudadano de la U.E.".
  • Form EX-18, filled in twice.
  • Fee (Modelo 790-012): €12 in 2026. Watch out: many sites quote €16 — for the EU certificate, it's €12 on the official scale.
  • Documents: EX-18, passport/national ID (+ copies), proof of fee, and the evidence matching your situation (contract, autónomo registration, bank statements + insurance…).

The certificate is usually handed over on the spot on the day of your appointment. Here too, the hard part is landing the cita (see our tips in the article on the NIE).

And non-EU citizens? If you're British, American, Canadian or otherwise non-EU, this green card is not for you. Your path is different: you first obtain a visa from a Spanish consulate (non-lucrative visa, digital nomad visa, work visa, and so on), and once in Spain you get the TIE — a physical card with your photo and fingerprints. After five years: permanent residence

After five years of continuous residence, you automatically gain the right to permanent residence. You can then apply for the corresponding certificate — and this time, no condition on means, insurance or employment. Keep your original green card safe: it proves how long you've been here.

Pitfalls to avoid

  • Thinking your ID alone lets you stay: beyond three months, registration is mandatory for EU citizens.
  • Applying for the wrong document: EU citizens want the green card; non-EU citizens get the TIE via a visa.
  • Health insurance "with excesses/deductibles" for non-working applicants: often rejected — it must offer cover equivalent to the public system.
  • Losing the green card: it's fragile paper, so make copies.
