At its session on 21 July 2026, Valencia's city council is provisionally approving the Special Plan for the Port's Zona Sur 2, which reorganises uses into 4 functional areas and overhauls internal mobility, according to Valencia Extra.

The area concerned stretches between the Muelle de Poniente and the small-craft dock, right next to the Real Club Nautico. More than 75% of this perimeter already hosts consolidated activity, Valencia Extra notes: the plan therefore mainly frames what already exists before opening up the sectors that are still unoccupied.

In terms of uses, the planned breakdown is overwhelmingly commercial: 91% for mixed commercial use (logistics and freight), 8% for mixed nautical and sports use around the Real Club Nautico, and 1% for administration and parking. The plan divides the whole into 4 functional areas: nautical, sports and recreational; commercial port activity (handling and storage); an internal network of transport and services (logistics, distribution, ship repair); and an administrative area of about 15,138 m2 for the Port Authority's offices.

The mobility component provides for an overhaul of internal roads with flexible secondary routes, a redefinition of the rail layout (new spurs to the quays to strengthen intermodality) and facilities for pedestrians and cyclists. The project is jointly led by Valencia City Council and the Port Authority; the deputy mayor for urban planning, Juan Giner, sums up the aim as maintaining the uses already in place and allowing flexible planning for the areas not yet active, according to Valencia Plaza.

The plan is not unanimously welcomed. The neighbourhood association movement has filed objections, warning of effects it deems very unfavourable and pointing to a sharp rise in the port's buildable surface area, from 276,692.66 m2 to 1,136,488.21 m2 according to its calculations (a figure put forward by residents, not confirmed by the city council or the Port Authority). The associations are calling for roads and infrastructure to be made permeable to avoid a dyke effect, and for the drainage networks to be expanded, recalling the floods of 2004 and 2017.
